Article 21 – Paragraph 1

1. Union or Member State law may restrict by way of a legislative measure the scope of the obligations and rights provided for in points (a) toc) and (e) of Article 5 and Articles 11 to 20 and 13 and 15 to 19, Article 20, paragraph 1, 2 and 4 and Article 32, when such a restriction constitutes a necessary and proportionate measure in a democratic society provided that it meets a clearly defined objective of public interest, respects the essence of the right to protection of personal data, is proportionate to the legitimate aim pursued and respects the fundamental rights and interests of the data subject in order to safeguard:
